The stars are grouped around a red disc on top of a white circular "O," standing for the "O," in "Ohio," also representative of Ohio being the buckeye state. Cleveland architect John Eisenmann was commissioned in 1901 to design an exhibition hall for his state. He developed a distinctive flag to fly over each corner of the Ohio building at the Pan-American Exposition in Buffalo, New York. In 1902, State Representative William S. McKinnon, introduced House Bill 213 to designate Eisenmann's design as the official flag, and it became law on May 9th of that year.
