North Carolina became the 12th state to ratify the Constitution on November 21st, 1789. The flag of the state of North Carolina originally had a red bar on the left-hand side, with a blue bar at the top and white at the bottom. The dates: May 20th, 1775 were written atop a white star and May 20th, 1861 along the bottom of the star. A former Confederate solder and the then Adjutant General, Johnston Hones, introduced a bill which led the state legislature to adopt this flag on June 22nd, 1861 with the change of the red field on the North Carolina State Flag being replaced with blue. This was the first and only flag to formally represent the state at the time. A senate bill on June 24th, 1991 changed official proportions of the flag and thus created the North Carolina state flags we see today.
